Broken Record: The Continued Criminalization of Mental Health Issues

Although mental health issues can affect anyone, risk factors for many disorders are tied to social inequality. These factors also influence access to supports, putting people on vastly different health trajectories. Those who experience various forms of marginalization are more likely to experience mental health issues — and they are more likely to end up incarcerated. Too many people are left to end up both unwell and trapped in the justice system.

This report summarizes some of the key challenges around the criminalization of mental health in Ontario. It also offers practical solutions to allow for a better public response.
